Mexico :New Labelling Rules for Textiles and Apparel;

Food and Beverages and General Merchandise

 

Commercial Information Circular No. 18/96 of 16 February 1996 informed that Mexico published in January this year three sets of standards on labelling requirements for textiles and apparel (NOM-004-SCFI-1994); food and beverages (NOM-051-SCFI-1994); and general merchandise (NOM-050-SCFI-1994). These labelling rules have staggered implementation periods to allow industries to adapt to the new regulations.

  1. The Department has recently gathered from US press reports that the Mexican authority has postponed the implementation of these new labelling rules. According to information available, the new implementation dates are as follows :

    Labelling Rules New Implementation Dates
    NOM-004-SCFI-1994 The requirements that labels must contain information on country of origin of inputs (originally scheduled to be implemented on 24 July 1996); and sizes/measures of textile items in accordance with specific Mexican standard (originally scheduled to be implemented in February 1997) are postponed indefinitely.(Rest of the requirements are implemented in February 1996 as scheduled).
    NOM-051-SCFI-1994 Postponed from 1 November 1996 to 1 July 1997
    NOM-050-SCFI-1994 Postponed from 1 November 1996 to 1 March 1997
  2. The Department is seeking further information and clarification from the Mexican authorities. The trade will be kept informed of developments. In the meantime, you are encouraged to contact your importers in Mexico for advice if in doubt.
