Revision of Textiles-related Fees

Further to the Textiles Trader Registration Circular No. 6/2011 dated 30 October 2011, this notice informs traders that certain textiles-related fees and charges will be revised from 23 December 2011

Details

  1. With the passage of the Import and Export (Fees) (Amendment) Regulation 2011, the following revised textiles-related fees and charges will take effect from 23 December 2011:

Note: A printing charge currently at HK$0.5 will be payable for each paper notification form in addition to the handling fee. 

  1. The fees for consignment-specific Export Licence (Textiles) Form 4 (TIC 353) and Import Licence (Textiles) Form 7 (TRA 23) will remain unchanged at HK$44 and HK$45 respectively.

Arrangements for TTRS

TTR New Applications

  1. Traders lodging new applications for TTR before 23 December 2011 should pay the existing annual registration fee (i.e. HK$718). These applications, if approved, will bear a validity period starting before 23 December 2011. Traders wishing to benefit from the new fee (i.e. HK$349) should lodge their TTR applications on or after 23 December 2011. Any application sent in by mail will be deemed to have been lodged on the date the application reaches the Department, instead of the date shown on the postal chop. 

TTR Renewal Applications

  1. Traders with TTR expiring before 23 December 2011 should pay the existing fee upon renewal while those with expiry date falling on or after 23 December 2011 are subject to the new fee. 

  2. For TTR to be expired shortly before 23 December 2011, the traders concerned may wish to review the need to apply for renewal of their TTR before expiry thereof or until the new fee has taken effect. If traders wish to apply for renewal after expiry of the current TTR, their applications for renewal (TID 94) should be accompanied by a duly completed Form TID 226 "Expired Textiles Trader Registration - Request for Renewal"2 and other necessary supporting documents as stated in the renewal application forms. Besides, during the period before the expired TTR are successfully renewed, the traders concerned should apply for consignment-specific Import Licences (Textiles) Form 7 and Export Licences (Textiles) Form 4 as appropriate to cover individual shipments of their textiles imports from the Mainland of China and exports to the Mainland of China or the USA respectively.

  3. Please note that any requests for a full or partial refund of TTRS annual registration fee paid or unused paper notification forms purchased at the existing fees will not be accepted.

Warning

  1. Traders are reminded that textiles shipments that are subject to licensing control3 are required to be covered by valid licences issued by the Director-General of Trade and Industry unless they are exempted under the Import and Export Ordinance or its subsidiary legislation. Traders not holding valid TTR that have lodged textiles notifications for such shipments in lieu of valid licences will be liable on conviction to a maximum fine of $500,000 and imprisonment for two years. They may also be subject to administrative actions taken by the Director-General of Trade and Industry.

1 This is the processing fee charged by the Government (excluding the electronic message fee charged by the service provider, Tradelink Electronic Commerce Limited). In addition, the fee for PN lodged on paper will be adjusted from $57 to $66. The paper mode is reserved for contingency situation (e.g. computer breakdown).
