Dear Sirs,
Commercial Information Circular No. 204/2011
Notice to Exporters : Series 1 (USA) No. 3/2011
US : CBP's Notice on Corrections to the Final Rule on Country of Origin of Textile and Apparel Products
The trade was informed via Commercial Information Circular No. 174/2011 cum Notice to Exporters: Series 1 (USA) No. 2/2011 of 18 March 2011 that the US Customs and Border Protection (CBP) had issued a final rule on "Country of Origin of Textile and Apparel Products" to adopt the interim regulations as the final rule with two changes pertaining to the manufacturer identification code (MID) requirement.
2.The CBP published in the Federal Register (FR) a notice on 24 March 2011 to announce corrections to the following two erroneous information contained in the Background section of the final rule. The FR notice is available at
http://edocket.access.gpo.gov/2011/pdf/2011-6945.pdf.
- Because carpets of Iranian-origin are currently prohibited from importation into the US, CBP replaced "antique Persian carpets" with "antique Turkish carpets" (non-prohibited articles) as the example to provide guidance as to when a CBP port director may consider not pursuing penalties for not complying with the MID requirement.
- The website relating to certain instructions for the completion of CBP Form 7501 provided by the CBP was corrected.
The above corrections have become effective on 24 March 2011.
