US : Additional Document Requirements for Textiles and Textile Products

The US Bureau of Customs and Border Protection (CBP) has recently issued a memorandum entitled "Additional Document Requirements for Textiles and Textile Products" to the field operation officials at the US ports. A copy of the memorandum is at Annex (pdf format) .

DETAILS

  1. The memorandum states that the CBP may request additional documents so as to enable it to ascertain if goods are being legally entered into the US. The documents may include, but are not limited to, documents required by a foreign government as a condition of release for export such as a certificate of origin, export clearance documentation or other documentation that the importer relied upon to make their country of origin claims. The lack of documentation for verification of origin claims may result in good being excluded from entry into the US.
  1. Traders may however wish to note that the memorandum does not serve to impose a new requirement. Pursuant to the authority in 19 CFR 102.23(b) and 142.3(a)(5), other documentations may be required by CBP for a particular shipment.
