USA : US' Enhanced Scrutiny on Imports of Knit-to-shape Garments

The Department recently gathered that starting from 1 April 2004, the US Bureau of Customs and Border Protection (CBP) will scrutinise more closely imports of knit-to-shape garments, quota or non-quota shipments alike, that claimed to have been knitted to shape in one country1 but linked and looped in Mainland China.

  1. It is learnt that the US' enhanced scrutiny is applicable to all knit-to-shape imports from all sources and that the US would in particular focus on shipments from countries which are not having sufficient knit-to-shape capabilities. The Department also gathered that there would not be automatic detention of each shipment. If a shipment is detained, CBP would request additional production documents to substantiate the origin of it. The duration of detention may range from one week to 60 days.

  2. Thus far, CBP has not formally promulgated its latest measure. We will keep our trade informed if we have further information.

1: The US country of origin rules for knit-to-shape garments are that a panel is knit-to-shape.

Electronic services for Restrained Textiles Export Licence, Production Notification and Certificate of Origin enable traders to make the relevant applications directly through their office computer faster and easier.
