Further to Certificate of Origin Circular No. 12/01, Certificate of Preference Circular No. 7/01, Import Licensing (Textiles) Circular No. 4/01, Textiles Trader Registration Circular No. 6/01 and Notice to Exporters: Series 1 (USA) No. 56/01, Series 2 (EU) No. 36/01 and Series 3 (Countries other than USA and EU) No. 39/01 all dated 8 December 2001 on "Trade and Industry Department's Internet Homepage - New "E-Services" Webpage", this is to inform the trade that the Department's electronic enquiry service will be further extended to cover the enquiry of the registration particulars of the Outward Processing Arrangement (OPA).

2. As from 2 January 2003, active Factory Registration (FR) registrants can enquire about their OPA registration particulars (such as registration status, expiry date, OPA signatories, etc) through the departmental webpage at http://www.tid.gov.hk using their User Login Account (ULA) under the FR. FR registrants who have not
   activated the ULA of their companies/registered businesses may activate it conveniently by accessing the "E-Services" section of the Department's webpage. Traders are encouraged to make use of and benefit from this new E-Service which is free of charge.

Note*

Factory Registration (FR) holders can conveniently activate their User Login Account (ULA) by following the simple steps as prompted on the Department's webpage. A FR holder will be prompted to input its 12-digit Business Registration Number and the Hong Kong Identity Card/Passport Number of the 'Signatory' registered under its FR to activate its ULA. Each activated ULA will be assigned a "Login ID" and the account holder will then be prompted to assign its own "Login Password". For FR, a 'Signatory' refers to the person who signs the 'Declaration and Undertaking' section of the FR Registration Form for the company/registered business concerned. Traders may refer to the Department's webpage or Circular cum Notice to Exporters mentioned in paragraph 1 above for details.
