Trade and Industry Department's Internet Homepage -
"E-Services" Webpage

Electronic Enquiry Services

  1. On the new webpage, the following enquiry services will be provided round-the-clock :

    1. Overview of Hong Kong's Import and Export Licensing and Control

      This provides a handy search for up-to-date information about the import and export controls currently in place in Hong Kong, including the legal basis for the control and the licensing and related registration requirements. Convenient searching criteria such as by the article or issuing authority are available. Useful reference information including contact telephone numbers and websites of the issuing authority is also provided.

    2. On-line Enquiry of Operation Schedules and E-Mail Notification Service

      Through this interactive function, interested parties can look up the schedules of various operations under the purview of the Department. They can conveniently find out the dates of events such as the dates of operation of various registrations and textiles quota schemes, deadlines for lodging restrained textiles export licences under the schemes, etc. Events of the current month are summarised under the "Highlights of the Month" page. Moreover, interested parties can subscribe to the "E-mail Notification" service available in the TID Homepage for advance notification of the events. (Traders with specified registration(s) with the Department can register for the service through the "user login accounts" provided on the webpage. Details are set out in paragraphs 2 -4 below.)

    3. Textiles Quota Holders and Allocation Enquiry

      The information namely the "Quota Holders Lists" and "Textiles Controls Registration Lists" is currently published in paper form. Through the new webpage, traders can conveniently check the latest information about quota holders and their quota allocation by Textiles Controls Registration Number, company name, or quota category/ item. Quota holders can check their own quota allocation quantities for all the restrained markets, i.e. the USA, the EU and Canada markets, in the first instance upon quota allocation.

    4. Textiles Quota Scheme Balance Enquiry

      Currently trader have to come up to the Department to read the latest textiles quota scheme balances before they make their quota applications for various quota schemes. With the new e-service, before preparing their quota applications, traders can in their office look up the latest daily quantities available under the textiles quota schemes 1, operating on a first-come-first-served or daily pro-rata basis, for all the restrained markets, namely the USA, the EU and Canada.

    5. Textiles Quota Transfer Information Enquiry

      At present, the quota transfer information is published in the Notice to Exporters on an annual basis while monthly information is uploaded into the TID homepage in plain texts for viewing. With the e-service, traders can look up the information by market, month and individual category/ item.

    6. Textiles Quota Application Status Enquiry

      Traders can check the processing status, rejection reasons or approved quantities of their textiles quota applications through the new webpage. They only need to input the relevant receipt numbers. Types of application with this service include free quota, swing, swing-transfer and transfers of quotas for export of restrained textiles to the USA, the EU and Canada markets.

    7. Enquiry of Registrants of Transhipment Cargo Exemption Scheme (TCES)

      The registrant list is currently printed for circulation two to three times a year. When the new webpage comes into service, on-line search can be done efficiently by Certificate of Exemption (TREX) Number or the name of registered company. Traders can find information of the shipping companies, airlines and freight forwarders registered under the Scheme conveniently.

User Login Account and Company-based Services

  1. Besides the above services, traders maintaining one or more than one of the following registration(s) with the Department, can enjoy a number of company-based services :

    - Textiles Controls Registration (TCR);

    - Textiles Trader Registration (TTR); and/or,

    - Factory Registration(FR)

    There is no need for the traders to collect any password from the Department in advance. They can conveniently activate their User Login Account (ULA) by following the simple steps as prompted on the webpage to have access to the functions.

  2. The trader will be prompted to input its 12-digit Business Registration Number and the HK Identity Card/ Passport Number of the 'Signatory' 2 registered under its TCR/TTR/FR to activate its ULA. Each activated ULA will be assigned a "Login ID" and the account holder will then be prompted to assign its own "Login Password". Upon completion, the trader can have access to the E-services. For the same company maintaining multiple registrations with the Department, a different ULA will be assigned to each of the registrations only if their registered signatories are different. Traders may get more details on how to activate their ULA under the "About User Login" section in the new webpage.
  3. The following one-stop services are available to ULA holders :

    (a) Textiles Trader Registration Enquiry - active TTR registrants can check their up-to-date registration particulars through their ULA.

    (b) Factory Registration Enquiry - active FR registrants can check their up-to-date registration particulars through their ULA.

    (c) E-mail Notification Service - account holders may subscribe to the e-mail notification service of the TID Homepage for up to five e-mail addresses. Each addressee can have his unique choice of items to be notified.

    (d) Web-based Application for Textiles Quota Transfer Reversion - account holders can lodge their quota transfer reversion applications (currently only paper-based) electronically through their user login accounts with the use of digital certificate (see paragraph 5 for more details). Applicants will receive approval or rejection notices by e-mail. They can also check the status of applications through their ULA.

    (e) Quota Allocation Acceptance - It is scheduled that the new service will be available by March 2002, in time for the 2002 Final and Bonus Quota Allocation. Through their ULA, quota holders will be able to accept their quota allocation electronically with the use of digital certificate. This saves their trip to the Department to effect the acceptance of quota in paper. Details of the new service will be announced nearer the time.

Use of Digital Certificate in Lodging Electronic Applications

  1. In order to enjoy the new web-based application services set out above, traders are encouraged to obtain their digital certificate early. For the time being, the Department will only accept electronic applications made with the digital certificates issued by the Hongkong Post. To effect the electronic applications/ submissions (not including the enquiries), a valid HKPost e-Cert (organizational) Certificate for the authorized signatory(ies) registered under the TCR concerned is needed. For details about the use of digital certificates, please refer to Part (D) of the "About User Login" section in the new webpage.

The schemes include those operating on a daily pro-rata basis : (1) Free Quota Export Authorization Scheme I Phase II; (2) Free Quota Export Authorization Scheme II Phase II; (3) Free Quota Export Authorization Scheme III Phase II; (4) Combined Free Quota/Swing Scheme; (5) Swing Scheme Phase III Stage II; and, those operating on a first-come-first-served basis : (6) Quota Window Arrangement for Cold Categories; and (7) Quota Window Arrangement for Made-to-Measure Suit Categories (for the USA market only).

2. For TCR, a 'Signatory' refers to the person who signs the 'Undertaking' section of the TCR Registration Form for the company/registered business concerned. For TTR, a 'Signatory' refers to the person who signs the 'Undertaking' section of the TTR Registration Form for the company/registered business concerned. For FR, a 'Signatory' refers to the person who signs the 'Declaration and Undertaking' section of the FR Registration Form for the company/registered business concerned.
