Acceptance
of Payment by Cash and Easy Pay System
This notice announces
to the trade the arrangement of acceptance of payment by cash or through
Easy Pay System1 (EPS) in respect of certain licensing
and certification services.
Payment
By Cash or EPS
-
With effect from 13 July 2001, traders applying for certain licensing
and certification services may pay the requisite fees by cash or through
EPS, in addition to the current payment arrangement in the form of
adhesive or impressed postage stamps. The above modes of payment are
applicable to the licensing and certification services below:

Export Licence (Textiles) Form 4 [TIC 353];
-
Swing and Transfer of Quotas including SW/TA/TB/ST [TIC 395-398];
-
Free Quota Export Authorization [TIC 355 (FQ)];
-
Import Licence (Textiles) Form 7 [TRA 23];
-
Special Export Licence (Textiles) Forms 8a & 8d [TRA 534A
& 534D];
-
Special Import Licence (Textiles) Forms 8b, 8c & 8e [TRA
534B-C & 534E]; and
- Generalised Preference Certificate (Certificate of Origin Form
A) [TRA 185B].
Payment
Procedures
Payment
by Cash or through EPS
-
Traders who wish to make payment of the application fee in cash or
through EPS should bring the duly completed and signed application
to the Collection Office at Room 104, 1/F, Trade and Industry Department
Tower, 700 Nathan Road, Kowloon.

Upon receipt of the correct and full amount in cash or through EPS,
the staff of the Collection Office will frank an impression onto the
stamp box on the original copy of the application form. For application
forms printed on no-carbon-required paper, the impression will be
shown on all copies of the application, except for Export Licence
(Textiles) Form 4 applications with Canada as destination. In the
latter case, the impression will be franked on the original copy only.
On franking impression, information relating to the type of application,
the amount paid, the mode of payment, and the date and time of the
payment will be shown. Traders are reminded to check that the franking
impression is properly and correctly franked and to collect the receipt
together with all copies of the application form before leaving the
Collection Office. After payment, traders may proceed to hand in the
application at the appropriate service counter of the respective licensing
or certification office as usual.
- Please note that the franking impression issued by the Collection
Office will be void after seven calendar days from the date it was issued.
In such case, the applicant would be required to effect payment for
a new application form. Traders may approach the Collection Office for
assistance in handling void franking impression.
Payment
by Postage Stamps

Traders can continue to make payment in full for the licensing and
certification services mentioned in paragraph 2 by adhesive or impressed
postage stamps. Depending on the type of application, the postage
stamps with a total value equal to the requisite application fees
shall be affixed or franked, as the case may be, on the designated
departmental copy of the application form. Details are set out in
Notice to Exporters : Series 1 (USA) No. 74/94, Series 2 (EU) No.
63/94, Series 3 (Countries other than USA and EU) No. 123/94, Import
Licensing (Textiles) Circular No. 8/94, Certificate of Preference
Circular No. 18/94 all dated 30 December 1994.
- Traders are reminded that payment for application fees will only
be accepted under either one of the above two methods, but not any combination
of the two. In addition, receipt of payment by the Department does not
constitute in any way an automatic acceptance or approval of the application.
