Central Registration Office

This circular is to announce the opening of the Central Registration Office located in Room 106, 1/F of Trade Department Tower on 20 September 1999.

  1. The Department now offers three separate registration schemes: Textiles Controls Registration (TCR), Textiles Trader Registration (TTR) and Factory Registration (FR). The Central Registration Office serves as a one-stop service centre for traders such that they can go to the same place for registrations, amendment and enquiry for these three types of registrations. The application requirements for TCR, TTR and FR as set out in the relevant circulars and Notices to Exporters will remain unchanged.

  2. With effect from 20 September 1999, traders interested in any of the three registrations can get the respective application forms, pay-in slips and explanatory notes from the Central Registration Office and make payment of registration fees at any branch of the Hongkong and Shanghai Banking Corporation Limited. Traders should return the completed application forms together with the green copy of the machine-printed pay-in slip, and other supporting documents specified in the application forms to the Central Registration Office.

  3. Payment of registration fee does not guarantee approval of registration by the Director-General of Trade. If application is unsuccessful, the prepaid fee will be refunded to the applicants. From 1 November 1999 onwards, the Trade Department Collection Office will not accept any payment of registration fees.

  4. To facilitate traders with more than one registration, the original/copy of Business Registration Certificate and Certificate of Incorporation that have been submitted with the previous application within six months need not be submitted again provided that these supporting documents are still valid at the time of the current application. However, the Department reserves the right to request for such documents later if they are deemed necessary for processing of the application.

Services Provided by the Central Registration Office

  1. The Central Registration Office will offer the following services:

    1. General enquiries on matters related to Textiles Controls Registration (TCR), Textiles Trader Registration (TTR) and Factory Registration (FR);

    2. Processing of application, renewal, amendment and cancellation requests for TCR, TTR and FR. Please note that applicants for FR will still be required to attend an interview and pass factory inspection before their applications can be considered;

    3. Receipt and issue of applications for amendment and cancellation of Textiles Notifications;

    4. Distribution of TCR, TTR and FR application forms and amendment forms; as well as circulars and pamphlets related to the three registrations; and

    5. Handle suggestions and complaints on services related to the three registrations.

Location and Office Hours

  1. The Central Registration Office is located in Room 106 on 1/F of Trade Department Tower. Traders can access the office by the staircase beside Counter 6 on M/F. The office hours are as follows:

    Monday to Friday 8:45 a.m. - 12:30 p.m.
    1:30 p.m. - 5:00 p.m.
    Saturday 9:00 a.m. - 12:30 p.m.

Delivery of Service

  1. An Information Desk is set up by the entrance of the Central Registration Office to answer general enquiry. An electronic registration console is installed on the desk. All customers are requested to get a registration ticket from the console and our officers at the service counters will serve each customer on a first-come-first-served basis.
